There is a special field named NOTIFICATION_HISTORY which can only be placed on layouts with a type of HISTORY. This displays a record of which users were notified when the update to the issue was made. However, if you are using the behavior setting named HISTORY_DISPLAY with values of ABBREVIATED and/or SIDE_BY_SIDE, then the notification history is still shown, as part of each history entry.
